HAR – Animal Welfare Organization is a non-profit organization based in Bucharest, Romania. HAR’s vision’s is to minimize the birth of unwanted animals through sterilization. Our purpose is to foster and find adoptive homes for dogs & cats and to generally alleviate suffering by providing medical care.
HAR is financed from donations and sponsorships. We welcome financial, food and medical supplies donations.

Hello In January this year we adopted our first Romanian dog. HAR were brilliant in making this happen for our Aran. His rescue required careful organizing and special pooling of resources, because he was still on the end of a chain when we decided to to help him. HAR kept us up to date on the progress all throughout our time of waiting. They also were brilliant with organizing vet checks, neutering, all passport preparations and finally his transport to the UK, so Aran could begin his journey to a happy, loved & secure future. Because this was our first experience with Romanian dog rescue we were grateful for all the help and guidance we received. Because Aran was a chain dog he needed special care when he arrived and HAR also guided us through how to best deal with his behavioral needs. Their help and advice was of greatest value. And within only one week Aran changed from the most scared and confused dog we had ever seen to the happy, content and much loved dog he is today. Would we adopt again through HAR? YES! Would we become volunteers? YES! HAR are doing a brilliant job and their love for animals is without bounds. They also support causes from other rescues not only their own. I came across the HAR site online and saw all of the beautiful dogs posted on there. I live in the United States, so I never thought I'd be able to rescue one, but figured I would at least try. I wrote the ladies of HAR and they told me it was possible to get a dog from Romania to the US, and then went above and beyond and did all of the leg work that comes with getting the dogs we picked out ready for shipping, and hooking us up with transport and help from the US rescue group RAR. Not to mention they answered all of my questions, on each of the dogs I was interested in, so they were constantly getting in contact with other volunteers to get more information on certain dogs. They were a pleasure to work with and now my cousin and me have two beautiful Romanian dogs here in Minnesota, USA!!! Thank you for helping us get Pici and Ben here. We appreciate everything you've done to help us and the dogs of Romania!
We have snow everywhere and for the dogs it is very easy to jump over the fence now because it is not high enought for so much snow.
Before this winter I have dreamed to move myself in a village, to enjoy winter evenings next to the fire but now I changed my mind! Winter in Romanian villages is really dangerous!
Except the cold wind and reduced temperatures we have everywhere in the countryside, at Tantava we meet big problems:
- being at the end of village, the road wasn't clean till us. After we ask to pay separate for it, it was possible, here Mr. Stoian helped, thank you!
- few days we have no electric, this means that Mircea cannot heat his room, cannot recharge his phone.... it was a nightmare!WE NEED A GENERATOR!
- the walls of the house are frozen together with our water pipe. Result: we have no running water so I carry each 2 days 150 l of water from Bucuresti in bottles and Mircea meld down the snow when it is not enough. I try to do this few times, you cannot believe how much work is and how long time you need to get 10 l of water from snow. WE NEED TO ISOLATE THE WALLS / OR TO REPLACE THE PIPES, we need money :-(
- ours dogs cannot go in the yard to run because the snow has the height of the fence and they can jump over very easily. We clean each time I go there but it is almost in vain. WE NEED STRONG PEOPLE WHO HAS TIME AND WILL TO CLEAN THE SNOW!
- the food, wood chips and all the necessary things for dogs are very difficult to be load and download from car to there.

As you can see they opened all the boxes and the bags.
they cut the mattresses, they where checking under the bed. from this I get the conclusion they they are poor peasants used to keep their money under the beds/mattresses.
they opened even the suitcases with the blankets and I used them for the dogs.
they took the TV set and the remote from the up room and they put in the kitchen, but they didn't took it.
they didn't took the electric tools, I cannot recognize all but it seems they didn't took them, or it was too heavy. I will check better but I cannot know at this moment.
they opened all the boxes where it was written "for sale"
they opened every box in the storage room.
they took Alina Ghica's boxes because they where closed and I cannot understand what it was inside, maybe something for humans or sweet things/coffee, I don't know.
What is more important and we can get to the conclusion that they took all the human food including bread, coffee and cigarettes (from Mircea's room, next to his bed).
* Mario and Sue Ellen was helping when we try to change the lock and to clean the place, as you can see.
Winter is coming and we have been evicted from the yards where abandoned dogs were staying and being taken care of. After months of researches and discussions we managed to find a field with an old house where to relocate our four-legged helpless friends …This place will be a transit adoption center where dogs and cats will have good food and medical care.
We urgently need your help to make this location a decent place to stay for abandoned or disabled animals that were left on the streets and have been severely abused and mistreated. Our intention is to build separation fences and small yards with dog houses as well as small cabinet for medical checks thus providing a quality life to these deserted creatures.

She was hit by a car on purpose a few days ago in my area. She suffered till now 2 surgeries: her spleen has been removed, and yesterday the vets repaired broken pelvis. She is at the vet now and the vet will offer her a foster yard till she will find a forever home. Maybe she will have a chance to be adopted when she will be able to travel. (Lori)
UPDATE: Now the vet won't keep her any more and she must be taken from the vet urgently! She is still not walking... But the vet told she should start walking soon. Now Anca will take her in a dark storage room from the block of flats and I am so sorry for her to stay there... Now when she needs recovery. She is a dog which still needs assistance. She needs a foster place and someone who can take care of her.
She is living now in a dark very small room in the basement of the block of flats of Anca... Anca is taking her out once or twice a day to make her needs.
Beautiful morning but then foggy and cold, still did not stir the enthusiasm of HAR volunteers in organizing a small marathon for spaying the stray dogs and cats in Silistea Snagovului !
At 35 Km away from Bucharest, HAR-Animal Welfare Organization has initiated a “spay day” event on 5th November 2011 being supported in this action by the restless Dr. Petrisor STEFAN and his team from AlmaVet-Bucharest. We took our gloves and baits and instruments and started to work on getting the dogs and cats to sterilization. As HAR mission is to reduce the number of unwanted puppies and kittens this event has been of an outmost importance for all of us as well as for the community we have acted for.
It has been not easy but very fruitful! A number of 34 animals were spayed both to their welfare as well as the locals’. Please check our work in the attached album.

In June a Written Declaration in the European Parliament (26/2011) was launched by Romanian MEPs, Daciana Sarbu and Adina Valean, Elisabeth Jeggle (German MEP), Raül Romeva i Rueda (Spanish MEP), Janusz Wojciechowski (Polish MEP), concerning “the management of the dog population in the European Union,” asking Member States to adopt relevant strategies on this, that include “measures such as sterilisation of owned and stray animals, dog control laws and the promotion of responsible pet ownership.”
To be adopted the declaration must be signed by at least 378 MEPs (up to now 140 signatures are); the lapse date is October 6.

and also calls upon allanimal welfare organizations from Europe to unite thus putting pressure onto the EU to act and would like to form one delegation that will personally submit the signatures in Brussels .
An European law gives much more chances to animals. It is more efficient to concentrate all our fights in a single place than to divide them in every country with problems. Moreover there are more chances the law to be respected, controlled, followed by the Governments of member states.
It is the case of Romania who has a good animal protection legislation but the corruption and ignorance of authorities make it almost inefectuall. It is a case of Romania , known by cruelties against animals, where tens of thousands of animals are let to be born in the street every year only to run the stray dog business – a real industry funded by the public budget.

Size: shouldeerheight 58-60 cm
Sad story: He was thrown into the street by the owner and he waited like a faithful dog 5 days without food and water until the owner get angry because he doesn't want to leave the place. Then he decided to hit him to determinate the dog to leave. But no, Rocky accept his punishment and now he have a broken leg. The neighbors complain about man's behavior but of course nobody want the dog. now Rocky wait at Gratzi to get another chance for a good life.his leg was operated and we hope he will walk normally soon. He is using the leg now but not fully like a healthy one. Note: he doesn't like injections! (Grig and Grati)
Now Rocky is very friendly and he accepted all the treatments he received. He is very attached with Coditza, they are all the time together and when you enter in their enclosure they are looking for your attention/petting. His front leg is affected - he is still limping, but he is happy.
